STANDING COMMITTEES
Church Council
Provides for planning and implementing a program of nurture, outreach, witness and resources in the local church. It provides for the administration of its organization and temporal life. It shall envision, plan, implement, and annually evaluate the mission and ministry of the church. The church council shall be amenable to and function as the administrative agency of the charge conference. The Church Council should meet at least quarterly. Specific responsibilities include:
Review of the membership of the local church
Establish the budget on recommendation of the committee on finance and ensure adequate provision for the financial needs of the church.
Recommend to the charge conference the salary and other remuneration of the pastors and staff members after receiving recommendations from the staff – parish relations committee.
Leadership Team
This team is a forum for communication between each committee and exists as a subcommittee of the larger body of the Church coucnil. The Committee is made up of the chairs of the various individual committees (Lay Leadership, Staff-Parish Relations, Missions, Finance, Endowment, and Board of Trustees). The Chair of the Church Council and the Chair of the Executive Committee will be one and the same person.
Committee on Lay Leadership
(Nominating Committee) - The charge of this committee is to identify, develop, deploy, evaluate and monitor Church Christian leadership for the local congregation. They serve throughout the year to focus on supporting the leadership structure of the Church by recommending candidates for leadership positions to church committees.
Staff - Parish Relations Committee
The Staff Parish Committee acts as a liaison between staff, clergy and the congregation. The committee reflects biblically on the role and work of our pastors and staff as they carry out their responsibilities. This committee meets at least once per quarter, is a 3 year term of service and is responsible for:
Interviewing candidates for Pastor vacancies at the Church.
On occasion, working with the Pastors and Staff to interview personnel for Ministry Director positions.
Reviewing and Evaluating Pastors and Church Administrator’s performance annually.
Being available for consultation on employee policies, manual and human resource issues.
Approves yearly personnel budget and sends recommendation to the Finance Committee.
Enlists, interviews, evaluates, reviews and recommends annually to the charge conference persons for candidacy for ordained ministry.
Board of Trustees
This committee is responsible for the supervision, decisions and oversight that affect all Church property and undesignated memorials. This committee reviews all improvements, building decisions, liability, insurance and equipment to ensure the church, its property and its personnel are properly protected against risks. This committee is also responsible for bringing recommendations for the lease, sale or purchase of property to the charge conference. This committee meets once a month and is a 3 year term of service.
Finance Committee
The Finance Committee develops and administers a coordinated plan of fiscal and administrative policies and procedures for the church. It oversees the financial health, the annual audit, provides financial direction; and communicates the church’s financial condition to the Church Council.
This committee meets monthly, is a 3 year term of service and is responsible for:
Oversight of the fiduciary business of the church
Monthly review of expenditures and income, fundraisers and trip expense planning.
Charge Conference
The charge conference is the connecting link between the local church and the general church and shall have oversight of the church council. Its members are the members that sit on the church council. It meets annually at the direction of the District Superintendent, but a charge conference can be called at any time. The primary responsibilities of the charge conference in the annual meeting shall be to review the total mission and ministry of the church, receive reports and adopt goals and objectives recommended by the church council that are in keeping with the United Methodist Church. The Charge conference shall examine and recommend to the district committee on ordained ministry, candidates for the ordained ministry. It addition it shall examine and recommend renewal of candidacy of candidates for the ordained ministry. The charge conference has approval of any property sale, purchase or lease.
Endowment Committee
This committee meets quarterly, is a 3 year term and is responsible for providing oversight and congregational education of the Gulf Breeze United Methodist Living trust Fund. This fund is a permanent endowment fund dedicated to specific ministries, where the interest earned from the fund, is made available to carry out the interests of the donor.
Missions Committee
This committee meets quarterly, is a 3 year term and is responsible for reviewing all mission grant applications and making appropriate monetary allocations of the Gulf Breeze United Methodist mission funds. In addition this committee will give general oversight to the mission priorities of the church.
